BCCI Apex Council: Impact Player tweak for SMAT, participation NOC for foreign leagues on agenda

The Board of Control for Cricket in India (BCCI) is considering implementing regulations on the participation of Indian players in overseas leagues. Additionally, they are planning to update the Impact Player rule in the Syed Mushtaq Ali Twenty20 domestic competition. These matters are set to be among the top agenda of the board's Apex Council Meeting on July 7.

There have been growing concerns in the BCCI corridors about Indian players participating in overseas leagues, particularly after retirement, and how those T20 leagues are mushrooming owing to the surplus funds from IPL which the Indian investors are channelling towards those leagues.

Cricbuzz understands that specific rules are set to be established for players wishing to take part in the overseas leagues such as ILT20 in the UAE and Major League Cricket in the US. It is likely that obtaining a No Objection Certificate (NOC) from the board will become mandatory if they plan to be involved in any capacity - coaching or otherwise - in Indian cricket.

For instance, Yusuf Pathan and Robin Uthappa played in ILT20 last year, while Ambati Rayudu joined MLC immediately after announcing his retirement from all forms of cricket following the recent IPL. With that in mind, the BCCI may also consider implementing a cooling-off period rule besides making NOCs compulsory.

Furthermore, the BCCI plans to update the Impact Player rules in the Syed Mushtaq Ali Trophy by incorporating clauses similar to those in the Indian Premier League (IPL). Initially, in the SMAT, an Impact Player could only be chosen before the 16th over, unlike the IPL where there were no restrictions. Additionally, the BCCI intends to allow teams to exchange their team sheets after the toss, similar to the IPL. This provision was absent in the previous edition of the SMAT, where states were required to nominate 12 players before the toss.

Any necessary amendments to this clause will be discussed and approved at the Apex Council Meeting. It's learnt that the BCCI sees great potential in IPL's Impact Player rule and is likely to consult the franchises before making any further changes or adding new rules. However, for the upcoming Syed Mushtaq Ali inter-state tournament scheduled for October-November, the IPL rules will be followed, pending approval from the Apex Council.

During the meeting, the council will also address the participation of Indian teams in the Asian Games in Hangzhou, China. It is expected that a full-strength women's team and a second string men's side will be sent for the September 27-October 8 Games. If it eventualizes, it will be the first time that Indian cricket teams will be participating in the Asian Games.

The other items on the meeting's agenda include media and sponsorship rights, tour packages for the World Cup, stadium renovation, and the approval of player contracts for men and women.
